A politician writing a book is hardly a sign of a politician running for Pres, though it may be a common act of politicians doing so.
That being said, Blackburn’s a representative from a pretty conservative, TN district. Unless she seriously ups her public profile in the next four years, she won’t even have Tancredo status in 2012.
So, my guess would be that she won’t run, though she may be considering it. Furthermore, if she does run, the odds of her getting the nomination are probably infinitesimal.
Which is probably a good thing, from the sound of it, for both your conservative sensibilities and my liberal ones.
